If you are a normal user then you have to wait till its Beta version become available which could be later in June or after official launch for the public which usually happens in the fall near September or October.

Like always Apple released iOS 12 beta version to developers first. Because the first release is not stable and comes with lots of bugs it is not released for public first. These things also bring app incompatibility and because of these reasons company takes a cautious approach while the first release.

What If I Don’t Have Apple Developer Account?
